I don't think I know what this is. Some sort of aftermarket way back in the day gas mileage helper?

Well I can only see them putting it there for two reasons. Number one there was too much gas flow to the carb (this can be for a few reasons) so they put it in there. Or, (totaly redneck fix) they needed to splice the line together for some reason and instead of spending $5 on a new line they used the regulator.
