I think you need to attach the Monte Carlo bar at the top of the inner fender if you want it to be soldily iin place and do the job it's there for. Couldn't tell you if you'll be bale to get at teh underside of the inner fender without removing the fenders as mine were already off while I did the suspension work.

Do I really need to drill into my inner fender to install the Monte Carlo bar? If so, will I need to take of the fender in order to get some nuts/washers to the bottomside? I feel stupid asking this . ..
The Monte requires two bolts on top and there is only one hole there. So, after you get the Monte completely installed and all the bolts tightened, drill the second hole on each side and get a grade 8 bolt and lock washer and nut from the hardware store. Put those in. You can get the nut on easily from under the fender well.
