TANK GOING TOO FAST
Are you smelling gas as you drive it? That's about 4 miles per gallon, and certainly not right for a 302. My father's 454 Chevy motor home got about 6. I would overhaul that carb and put some smaller jets in it.
I've gotta ask the obvious.
Have you re-filled the tank to see if infact it's a mileage issue or if there's a sender issue in the tank? Just because the guage might read empty does not make it fact.

Even on my trucks worst day I get 8 mpg. That's pulling a 20' boat with 4 people in the truck. (F-250 5.8 4X4 w/ 35" tires)
By your calculations, you're at 4-5 mpg. Unless you're just dumping raw fuel down it's throat, it's either going on the ground or there's a fuel tank playing tricks on you.

IMO, you will find the excessive fuel consumption is a result of a carb issue as I stated eariler. This is where you want to start. Timing could be a contributing factor, but carb 1st!!

To start off Semper FI and yes i've refilled it twice and i've emptied the tank by hand 15 gal put the in milk jugs and poured them back in and still i drive about 60-80 miles and im empty again.
