Default Parking Brake help question 1966

Working on installing new parking brake-this might sound like a stupid question,but when you install the short brake cable and it clips to the first bracket on the floor board,is the braket on the inside of the car on the floor board or the outside (under) on the floor board? mine is missing (this first bracket.)
the march 2007 issue of mustang monthly has a great article but I am still unsure-if the answer is "inside" on the floorboard my cable seems to short to reach the next braket down near the transmission
any help?

The bracket is located on the firewall in the engine compartment. There is a second bracket located near the transmission mount on the front side of the structural frame piece. If memory serves me correctly, the upper one is part of the cable assembly and the lower one is attached to the frame by 2 sheet metal screws and the cable held in place by a medium size 'hair' pin.
