"Best" is impossible to answer as there are hundreds of combinations that will likely give results within a hp or two. Is your current equipment running properly? If so, you're not likely to see large gains merely swapping the carb and intake considering what they cost (plan on spending above $500 for new performance equipment). For that same money you could swap in some lower gears which you'll definitely feel.

i have an edelbrock performer RPM air gap intake (i highly recommend it) and a holley 4160 650 cfm carb, but ive only heard great things about the avenger 570, thats what i would go with.

I hate to see good money pissed away for onlya few HP ... especially if all the stock, functionalcomponents are in place.

Hey dude,
This is such a tough question! Too many varibles. What do you know about carbs? Familiar with tuning a Holly, Edlebrock etc? Which manifold, single plane, dual plane, is it a basic street warrior? If you want a basic upgrade, I'd go with a flowmax dual exhaust system. Edlebrock 600 cfm on a dual plane intake. Go with ported vacuum for the dizzy. Adjust the carb, using a vac gauge. Afterwards, have the AFR checked to see how your engine is handling the idle and transition circuits in th carb. Sometimes, you have to go up one metering rod size in the carb to get rid of a slight off idle stumble. But, it can easily be different from one engine to another. Do the research, before you part with the hard earned money.

Since your 289 is stock, why not put the carb on there that Ford intended to have on it from the factory? Motorcraft 4100. Also get a dual plane intake. Something like a Weiand.
