1. How dare this noob ask two questions... start a new topic if you want to know about shocks/springs
2. How dare this noob ask a question thats "not a real brainer"
thats your moderator posting up for the new member.... helpful as always... damn but you can come across wrong at times

The shocks have notihing to do with the export brace. The brace is attached to the shock tower and the cowl. Not a real brainer. Get the brace on the bolts, then put the nuts on and tighten them down slightly until you get them all on, then tighten them all on.

Royal68 was actually supporting you. He was having a go at soaring.
Ya Noob!
When I received my export brace for my 68 none of the holes lined up. The braces are designed for 65-66 hole patterns. I welded up the holes in my export brace and started from scratch. Here is an old pic of my engine compartment. You can see the lower portion of the mounts were not drilled in one of the pics.

Well, I would think that you would loosly attach the firewall bolts first, as it would seem more likely that it was the shock towrs that have relocated that the firewall. After about 40 years, the shock towers have beem known to sag inwards. So, you can try the jacking up the car bit, but I believe you should put the jack stands under the cross member not the frame rails, as this woul more likely allow the towers to flex outward. Also, you m ay want to borrow a porta-power (hydraulic ram kit) and use that to spread the towers. That is what I have done in the past.
If you have the brace bolted to the fire wall, then you know how far to spread the towers to line up. Also, consider that, if you have purchase a cheep repo brace, it is not unheard or that the dimensions are off etc. Wouldn't be the first time for repo stuff. You may want to look up the chassis measurements and double check your measurements. (they are in the ford service manuls, which are in my opinion the best resource for maintaining and repairing your mustang). Point is, although the movement of the shock towers over time is a common occurance, I would not be so quick to rely on a foreign made repo part as you point of reference.
Good luck and welcome to the forum. By the way, Soaring is a good guy and always around to help. I don't think he intended to come off as old a crotchety as his post seemed.
