Default Question on starting up

Here's the confusion. Currently, my radiator, cooling fan, and waterpump pulley is out of the car. I just hooked up the new starter solenoid, voltage regulator, new battery cables, and put the battery that came with the car back in. Now, when I turn the key to the on position, I'm able to use my wipers (slow), but get no lights or turn signals. I go to see if the starter will click, and it does not. (not trying to start the car because of the parts missing, but wanted to see if it did anything). Am I missing something? Not having everything hooked up yet be the issue, or is the starter bad, alternator, battery? I figured I'd get some sort of click from the starter, even without everything.

Assuming all connections are correct, clean, and in good shape, it sounds like maybe low battery voltage.

figured. I'm going to test it with my multimeter and see what the battery is giving me.

If the battery voltage is 12v then check the battery cables for tightness/cleanliness especially at the engine block side. The wipers are one of the lowest draw circuits on the car.

the voltage was reading around 10.18 or so. Im going to wirewheel or wirebrush the block where the ground wire sits. Im probably going to get a new battery as well. Not sure how old the one that the car came with is.

Try putting the batt on a charger. Once done check it again. Mat save a few bucks.
