Default Valve Sizes

When you are measuring valve size so you measure ID of the valve seat or OD of the valve itself? I have a pair of heads I'm going to fit and want to check if the valves are standard size.

Thanks all.

OD of the head
that wasnt one of the options You mean outside of the valve seat? What if the valve doesnt go completely to the edge of the seat?

As you can see - the intake is all the way to the edge of the seat, but the intake isn't. What do I measure?
