Default Trany rebuild suggestions

Well its about that time of year in Northern New York where the classic cars start to come out for the season. Which leads me to the inevitable fate whichI knewI would have to face this year.
Now comes the time fortransmission work. I have a 68 mustang with a 351W and c4 trans out of a 70 cougar XR7. As far asI know the transmission is original. Anyways to get to the point. Towards the end of last year the trans. began to only shift up to a higher gear at very high revs. I can shift it manually from 1st to 2nd but its getting it into 3rd that it the pain, since i have to go 65 to do it. The fluidlevel was ok.I talked to the local transmission shop and they said it sounds like it may be hard seals. They gave me a ball park estimate of around 800 to have it rebuilt w/ a 1yr warranty.
Pretty much I'm looking for an opinion if this is the way to go or shouldI goanother route.I reallydont want to spend much more than 1000 on the project.Any commentswould be greatly appreciated.

id really look for another trans shop for a better warranty, we had a c4 rebuilt for our 65 about 6 months ago with a 3 year coast to coast warranty it was 900.00 and it came with a new torque converter. and they installed a shift kit for us. 800.00 aint bad but only a 1 year warranty sucks! also summit sells some tci trans for around700 bucks. i just dont like trannies being rebuilt stock, its a job i dont like doing and i dont want to do it twice. good luck

the c4 is super simple to rebuild. the kits is around 175$ and can be done with common hand tools and some snap ring pliers

is the vacuum hooked up in the rear of the transmission at the modulator? how about up top at the manifold also it might be adjustable and be out of whack.

I'm really not sure and I have never worked on an automatic. Id rather leave it tosomeone who does it everyday. I'm definently thinking that i want to get it better than stock. I am going to be in the market for a torque convertor as well. I have been trying to do some research on TCI. Anyone with any opinions on their product?
