Vacuum to the distributor should not have any at idle. If connected to the right port that is. It won't hurt anything if connected toa constant sourcehowever,as total timing stays the same, in fact one way to make large camshaft equipped engines idle a little better is to have the distributor vacuum hooked up to a constant source. All it does is advance the timing at idle which is not a problem. Definatly plug the hose when doing timing though.
Remove the vacuum if you have a vacuum dizzy advance dizzy. Your inital timing should be around 6* for a stock application, I think. Check your manual. You can always add more inital timing if you are not having detenation problems. After you get the inital timing set, reconnect the vacuum advance and check the total timing at around 3k. It should be in the mid 30s. If this is correct, your timing is set about right. If you do not get any timing advance at 3k or it is too high, you have a vacuum or dizzy issue.
Pops are sometimes a sign of running lean, vacuum leaks, and poor timing. I would get your timing lined out and check your vaccum lines and ports for leaks or unplugged unused ports. Once you get that lined out, do a test drive and see what you have.

Thanks everyone for the clarification. I had no idea my hose was wrong, i will have to switch it when i get the car out of storage. The logic makes sense now.

The vacuum advance ONLY works a "tip in" and "cruising" throttle position !!.The purpose is to give the advance a little jump when you open thethrottle. This is then taken over by the mechanical advance as engine speed increases. So YES most distributors have BOTH.
Alright, thanks for all the info guys. When I get home from work ill check all the timing. On my balancer I only have one mark, which I am assuming is TDC. If I am standing in front of the car looking down at the mark, should it be to the right or the left of the thing coming off the block? for about 6* to 8* how far from the thing on the block should it be?
