Cig lighter wiring

My cig lighter hasn't worked since I've owned the car. I'm pretty sure it's because the wires were snipped
Could anyone tell me what wires I need to be looking for under my dash to wire that baby up? Thanks.

Wire the hot lead (12v, blue/white wire) to the insulated post on the back of the lighter case. The outside of the case is grounded through the metal dash, pushing the lighter (element) in completes the circuit.

Oh no I don't smoke. I need it to charge my phone and Zune. Especially my Zune since now my headunit won't be charging it. Thanks for the schematic! I skimmed through my shop manual looking for something like that, but I think I skimmed too fast. Looks to be an easy fix.
