Odd alternator bracket question..

Default Odd alternator bracket question..

So I cleaned up the alternator brackets I got and need to install them on the block, but I'm having alittle difficulty on the bottem hole. This is kinda hard to explain.I can put a bolt in there and it goes all the way back in (i believe) but I feel no threads. Also, I think there is something back in that hole. Whenever I pull the bolt back out, yellow powdery stuff is in the threads. The block is very clean, so I dunno if its dirt, or bee's nest, or the lost ark of the covenant, but something might be back in that hole preventing me from threading the bolt in. I tried sucking it out with a shop-vac, and blowing it out with compressed air, but it doesn't seem to be doing anything???
