so basically, a typical 1500.00 rebuild with flattops, gt40 (or gt40p) junkyard heads, a moderate flat tappet cam, an aftermarket dual plane intake, headers, and a 600-650 cfm carb will make more than 300 @ the flywheel and will be dependable as all hell.
why those kinda numbers would cost 2500 or more is beyond me [&:]
that 290 hp rating was the old gross hp method, the 4v 351w in todays standards would be about 230-240 hp.
A 350 hp 351w is a no brainer, it can even be done with ported stock heads, aftermarket heads are way better investment though. If I was doing a 351w again I would use twisted wedge heads, 9.1 compression (so you can run 87 octane) a comp cams xe 274 hr cam but ground on a 108-110 lca, comp link bar roller lifters, 1 5/8 headers, wieand stealth intake or PP typhoon (exact same design) and a speed demon 650 annular carb.
That will get you well over 400 streetable HP, add 50-75 more hp and TQ at a lower rpm with a 393 or 408 stroker kit.
On the cheap I would go everything else the same but a comp cams xe flat tappet cam around 224-230 int, that would save roughly 800.00, twisted wedge heads can be bought for a little over a grand new.
