electrical lighting issues,...where to start
These forums are great, but they're not going to fix this problem for you.
This is one of those problems where you're going to have to grab the schematic and a test light and start tracing wires/power.
I hate electrical problems like this, but there are just too many variables for anyone here to chime in with much help.
Start at the fuse box and work your way through the wires of the schematic. Based upon your description, I'd take a very close look at the headlight switch. Something is sending constant power to the bulbs and it's either the dash switch or the dimmer switch on the floor.

uhhhhhhh holy snaps,...i just realized that when i was doing all of this work, i removed the dimmer switch on the floor, it was a rusted clump of i dont know what,...so i took it out,..and didnt put a new one back yet,..just left the wires hanging there,..could this be the problem? nothing there?
Sounds like replacing and reconnecting the dimmer switch will do it. But if the problem continues, I would look also at the wiring harness connection that plugs into the left side of the switch. Wires there could be broken or jumping the current, either across the terminals or back in the body of the plug.
The missing dimmer only feeds the headlights. If that's the only problem, yeah, a new dimmer should fix it. If everything is still AFU then you're going to need to get the WD out and a test light and hunt for your trouble.
I feel your pain. I rewired under the hood and it took me a while to get all the gremlins out. Get the dimmer switch in and see what happens. If that does not fix it, get you a good set of color coded wiring diagrams and have fun! I bet you will find a hot lead that is connected to the wrong place or a short.
ok, so i replaced the dimmer switch and BAM >>>HEADLIGHTS WORK!, so that is one problem down,..now i still have the other problems,...

Dash lights and tail lights are constantly on.... what about the front parking lights? At what point do they come on?
And just so we're not overlooking anything stupid (like the high beam dimmer switch), what does the rheostat on the headlight switch do when rotated? Does the rheostat have any effect on the brightness of the dash lights?

If the dash lights and taillights are on with the switch off , you either have a short in the wiring diverting power to the those circuits, a miswired plug or accessory (like a radio),or another bad headlight switch. Make sure you out the **** all the way into the switch when you test it.
