I believe NPD sells a special drill bit for just that, don't they Dan?
I know some of the parts vendors do; but from what I understand, it's also the type of thing you can find at a home improvement center. I helped a buddy with his a few years ago, and he had resorted to a standard drill bit over the special one. I'm not sure if it was due to costs or simply how well one worked over the other though.
At any rate, it is a heck of a project, and one which requires a great deal of fortitude to get it done.

Well, first of all, there's no "seal" to it. It's just a couple metal "top hats" that keep the water out of the interior and directed to the drains on the outboard edges of the cowl area. All too often these drains on either side are clogged with leaves and trash; and the top hats are in turn rusted through due to water sitting around them. The only way to see if it leaks is to pour water right into it (via the slots between the hood and windshield). It should drain out onto the ground just behind the front tires; but it the drains are blocked and the top hats have rusted through, it's going to drip/drizzle/gush onto the floorboard instead. Odds are that it is rusted through. It's a very common problem because Ford didn't paint the insides of the cowl area. After it got wet the first time, it started rusting. People started bring their still new Mustangs in for cowl leaks when they were just a couple years old.

Having said that though, it could just as easily be your windshield. If the cowl passes muster, try trickling water around the windshiled - one little area at a time. Have a second person in the car to tell you when water starts coming in.

Ok, thanks for setting that straight. I'll go and do the water thing in a while. I cant wait to find out the cowls leaking.

Actually when i tried the water the cowl didn't leak, but between the door and the front fender did. It's not coming through the door wheatherstripping but it's coming from behind the kick panels. I cant see where it's coming from because it's too high.
