seat belt bolt

Default seat belt bolt

im trying to pull the seat belt bolts out to replace the carpet in my dads 66. i got the drivers sides out so then i go to the passesnger side and both of them are just stripped and spinning. now i can get the inner one out cause its in the driveshaft tunnel but i think im screwed on the outter one. cause its inside the rocker panel and theres no way to get in there.

what should i do? i beleive before the rocker gets welded up the factory welds a nut on the inside. so im assuming the welds broke and therefore the nut is spinning inside the rocker panel. now if i cut the bolt off, the side with the nut will fall down in the rocker and it would probably bounce around and make noise while driving [:@].

thoughts?
