Default Brake problems...

Hey everyone. I have a 67 coupe with manual drums all around. I replaced all the brake components in the rear (springs, shoes, slave cyl, brake lines, and drums). For some reason.. the driver side rear brake locks up way before the others. I tried using the star ring to loosen that side and still have a problem with it locking. Before i replaced the brakes in the rear i also had a problem with the driver side front pulling much more than the pass. front. Could this have to do with an incorrectlyconfigured proportioning valve? Would this also affect the driver side rear if there was a problem with the valve? I am at a loss... and i am not quite sure if i am not centralizing the proportioning valve correctly, or it is just stuck and i should get another one, or if there is another problem that i am overlooking. I am pretty unexperienced with brakes so it wouldnt surprise me if im doing something wrong haha. Thank in advance.

Im going to have to double check. That i didn't know. Goes to show how much i know about this stuff haha. If they are correct (will be checking when i get home from work) what else could cause this uneven braking. Oh forgot to mention the lines have been bled numorous times.
