What diameter are the holes?
Could be for heater core. On the 65 the AC hoses were on the right side, don't know about the 68 but they look too small, if yours match the photos.
I pluged my holes with plastic hole plugs from Home Depot, painted black.

my heater core and ac lines are in place, plus they are too small for those. no biggie i'll just plug em. i'll go to home depot and try to find some.
just let me know if something pops up or if someone finds something out cause i can always pop out the plugs.

But for the moment I'd suggest that there were mounting points.
The lower for your brake line and the upper for the stuff you have a cable tie around ??

The heat hose lines used to have a strap that was bolted to the firewall. Most likely the strap was threaded in there in the hole above your brake line.
The hole below would be for the brake line clip that holds it to the firewall to keep it from bouncing around

I'd have to double check, but I believe my car has a snail clamp around the brake line in that lower hole there. Definitely a good thing to have to keep the brake line from rattling around.



. those small holes like that are what let exhaust fumes inside.
