93 mini starter issue

I have the 93 mini starter on my t5 and it works great most of the time.
Sometimes (only on restarts within 1.5 hrs of shutdown) it appears to do nothing.
I turn the key and jack sh!# happens at the starter but everything else is working. the Accs power off like normal but it wont kick the engine over. The battery is good im getting just over 14V charge and my gauge indicates about 12.5 to 13V on restarts.
If I keep trying it eventually starts. I might have to cycle the key from off to start 1 to 15 times but it eventually works. When it does kick over it kicks over strong like when its cold. Sometimes holding the key to the start position for a few seconds will also cause it to kick over.
Also running a heat shield that made no noticeable difference.
Never had issues with my old clunky starter do these mini starters not develop the torque? its a NAPA rebuilt...is that the problem?

Your describing the way a solenoid or ign switch fails or an internal wiring issue within the starter. It could also be excessive voltage drop due to loose cables (conections loosen with heat)
Does the starter solenoid click when you turn the key? If so I would check the wiring from the solenoid to the starter. If it doesn't click check the wiring from the battery and ignition to the solenoid.
The solonoid is on the starter on the 93 starter, of course, you can run dual solonoids (stock fender mounted one and the one on the starter), how is your's set up gun?

The + lead from the battery runs directly to the starter
The solenoid trigger wire is hooked into the old "S" wire off the old starter solenoid which has been removed. This S wire hooked to the S tab on the old stater solenoid...I assume it stands for starter because it is only hot when the key is in the Start position.
I dont know if the starter solenoid clicks when its not working...I can never hear it.

Gonna be the solenoid at the starter, or the ign switch. One of them is just getting old. I would lean towards starter solenoid. Next time it happens, get a long piece of wire and run it from the battery to the S wire terminal. If it jumps immediately, it's a problem before the starter. When it does jump, go back in the car and try it again, see if anything changes.If it doesn't work still, then you know for sure it's the wiring to the starter, back.
