Ever heard of private property? That would be the least of my worries, and if you want to set the brakes right, you are gonna have to do it somewhere, sometime, and someway. And if you are that concerned about the police, then tell'em what you are doing, and ask if they will watch and tell you which one locks up first. Or yet, let them drive and you watch. Whatever it takes.

me, as I had finished adjusting the brakes and was doing a side to side slide. Explained
to the cops that I had been adjusting my brakes and then got a bit carried away. They
laughed, guess they did not expect me to be so straight about it. Asked if I was finished,
I relied "yes" and they just left..................

I would install the valve and set it correctly. Nothing worse than the rear coming around
in the wet unexpectedly because your rear brakes are coming on too hard. Been there
and I can tell you it takes years off your life.......................
