Question Instrument Cluster Voltage Regulator

Does anyone know how the instrument cluster / panel voltage regulator works? Mustangs Unlimited also says it is referred to as the "constant voltage regulator" Is it really a regulator or more of a resistor?

This is the part I am talking about.

I have another thread about my issue with gauges here.

12 volts is supplied to one side of the ICVR causing a steady 5 volt pulse of power through the signal wire to the applicable sending units.

Here is an example of the Fuel indicating system

It is the silver box part located just under the speedo head connection shown here.

You didn't ask but I am going to recommend if you buy a new one spend the extra money for an electronic unit. I went through three of the old style before I spend the $50 or so on a electronic unit. It has been working great.

I have a new one installed right now.

Where do I get an electronic one?

Of all the ones we have had, our original one was the only one that seemed to work right.

Will the instruments work on 5V constant DC, or will they only work on 5V pulsed DC??
