the whole legal issue is that it is a federal crime to swap or tamper with vins, better go the kit car route.

Agree with needing a donor car. There'll be a tone of interior brackets, clips, components, that will make it worth the cost. Many items are simply not reproduced. A small sandblasting cabinet and small powdercoating setup would be a good investment in this situation also.
