Default surface rust, underneath

i am in the process of replacing the floors, after figuring out where i was going to cut out the old floor, i thought it would be good idea to look under to make sure that i wouldnt cut thru anything important, like the gas line or brake line, etc... my question: what to do to all the surface rust under the car, how to get to all of it? this is not a frame off resto, what to do?

next question, after I weld in the new floors from the inside, i plan on overlapping them a quarter inch or so. What do i do on the underside, do I weld from below as well, or just apply seam sealer, or some undercoating stuff? thanks for the help

Use wire brush and muleskinner to remove the rust.

Lap weld? I did my floors that way. If the big one-piece had been available then, I'd have used it.

I left 1/4 - 1/2 overlap, and after I was done, I went underneath with an air chisel and peeled off the excess, back to the weld.

For the surface rust, I'd wire brush what you can off then por 15 it and put a coat of undercoat or bed liner on top of that.

It's a wire wheel encased in hard rubber or plastic.
