Making spot welds

I am replacing the side cowl panels on my 67. The guy at the body shop said drill 1/8" holes to make my spot welds. After doing this I welded each hole from center to edge in a circle. All it did was close the hole and didn't weld to the metal behind at all. All my splicing welds where panels were butted together burned in good and strong. I am thinking I need to start with a bigger hole for the spot welds. Anyone out there done this before?

PS. I am using .023 wire with sheilding gas.

Best I remember, the 1/8 inch holes were about right. You just want to tack it. Sounds like you are doing well.
