Can't be all original if it has a Cleveland, they came out in 1970.

To answer your question, though, do this.

Export brace.
Monte Carlo bar.
Lower the upper control arms 1".
Switch to a 1" front sway bar.
3/4" rear sway bar.
GT-rate front and rear springs. Don't get crazy here, 4-leaf rears are plenty.
Kayaba Gas-A-Just shocks.
Traction Master bars. Not the cheaper fakes, either.

This is the MOST cost-effective list. Sure you can spend more, and even get better results, but this will give you the most bang for the buck. Avoid urethane bushings, they are pretty harsh for a daily driver, and tend to rattle and squeak when they age. If the car will only go out on cruise night, fine, but they aren't needed for that. If you plan to do some racing, get them.

Do this list and you'll hardly believe it's the same car.

I could do a similar list for the engine. If you're not sure if it's a Windsor or Cleveland, post a photo.

Twin turbos? I suggest you find an engine builder you trust and leave it all up to him or her. I am assuming 600+ hp is the goal and I wouldn't try that on a stock block.

Correct, such a monster motor will require all-new everything from the crank out, and exotic stuff at that. You'll also need a monster trans, and equally upgraded rear. $10,000 won't even come close.

Dunno what your budget is, but if you follow this list, you'll get a strong engine that won't tear up the car.

289HP air cleaner.
650 cfm Edelbrock carb
Edelbrock Performer intake manifold
Recurve the stock distributor, and add Pertronix I
The Ford C9OZ-6250-C cam, Advertised Duration 290/290, Lift .470/.470, or something similar, such as CL35-234-3 - COMP Cams Xtreme Energy Cam and Lifter Kit, Advertised Duration 256/262, Lift .477/.484.
Headers.

Notice I didn't tell you to get 3" exhaust and a billion-volt ignition system. You don't need them. If you want them, put them on your Christmas list in a year or two.

This statement is right on the money. I am in the process of building a twin turbo 347 stroker for my '67 right now and I can tell you from experience it ain't cheap. I have spent around $6000 just on my engine and haven't bought cylinder heads yet and that cost doesn't include the T-72 turbos and all the associated hardware. My Dart block alone was $2000 just for the bare block (and you WILL need an aftermarket block if you plan on using that motor to anywhere near it's full potential) and my pistons were over $100 a piece and that didn't include rings and wrist pins. I got lucky on the transmission because I work at a transmission shop so I was able to get all the parts I needed at dealer prices and one of our builders did all the work for free but be prepared to spend upwards of $3000 for a transmission that will hold up to that kind of power and another $800 to $1000 for a converter. That is if you are planning on running an automatic.

Don't get me wrong, I'm not trying to discourage you from building what you want and if you have the budget by all means go for it. Just do yourself a favor and don't try to go cheap on ANYTHING with that kind of a setup because it WILL bite you in the *** and it won't be a matter of "if" but "when". This goes not only for the engine/transmission/rearend but the ENTIRE car with regard to suspension, chassis, etc. These cars just weren't designed to handle that kind of power in stock form. All in all, be prepared to spend unpwards of $30,000 and probably more (a LOT more) to build what you are wanting.
