bolt rotates with nut (?)
What if you used a 1/16th drill and drilled a hole into it at a 45 deg angle? Drill on the top out side edge towards center and into the bolt shank (like 1/4 to 1/2" deep) and then stick a pin like an Allen wrench into the hole...if it seems too weak redrill using a 3/32 bit or maybe even 3/16th

just get at small metal chisel and beat the **** out of it until the head pops off

it hit me like a ton of bricks on what to do. i think that;s what gun jam was saying but I didnt underastand at first
Tomorrow I'm going to drill through the head sideways and then jam a penny nail in. there is no way in hell that wont work. if I have to I'll get a beefeir nail shank too. that sucker is coming out one way or another.

fixed it, with brute force pretty much. Turns out the reason it was so screwed up (no pun intended) was that the jerk who had the car before me or the guy before him used a normal hex bolt and not the 4-sided ones that you're supposed to use on the seat track rails.
I drilled into the shank with tiny drill bit, then medium size, then screwed a wood screw into the side. after that, there was NO way it would'nt work. and it did
