Default What to do with tiny rust spots?

My '68 is kind of a 'five footer'. Looks perfect from pretty close (I get compliments every time I drive it) but when you get super close you see some tiny rust spots here and there.

Eventually I want to strip the whole body and repaint but that's not very high on my list right now because she still looks pretty damn good.

However, I don't want things to run out of hand either. Therefore I'm wondering what do you guys do with tiny rust spots? With tiny I mean the size of a drop of water, really small. No 'rot' or anything. The one 'large' spot I have is on the passenger door and is about the size of a quarter. That's by far the largest one.

What is the best way to touch up these spots and / or at least make sure they don't eventually get big spots rather than tiny ones?

Note: I live in CA (Bay Area) so I suppose rust doesn't progress really fast here.

Are these rust spots through the paint, or are they just rust spots that have settled on top of the paint?

Clean off any loose rust, dab a little primer, later dab a little finish coat.

I think it's small chips in the paint that have exposed the metal and started rusting.
The one larger spot on the passenger door seems to be coming from under the paint. This one spot is slightly more worrysome to me. Maybe I need to replace the door at some point there or weld in a new piece of sheet metal.

At this point however I'd like to avoid expensive body/paint work. I hope I can? At least for a year or so?
