what prepertion is needed before you can apply it? im assuming scrape away all the rust that you can, the apply it? what about applying over previous paint, such as floor pans? or even bare, clean metal?

The best advice is to read the can prep instructions and do it to the letter.

I've use it a lot on our car and from experience would suggest you remove all paint and apply it to clean bare metal. Once you remove all the rust and paint use their Marine Clean mixed with HOT water! Doesn't have to be boiling however hot tap water works 100x better then with cold water. Spray it on, wait, rinse it off with warm water. Once dry use their Metal Ready product to etch the metal. Spray it on straight and let it sit for 20 minutes or so misting it now and then keeping the metal wet. Rinse it down with water again and allow to dry. I simply used a bucket of clean warm water and a number of clean rags. You'll feel the rags catch on the etch in the metal. Afterwards use of a heat gun helps to ensure all the dampness is removed from seams (seat risers to floor pans, etc).

Remember.. paint doesn't seal metal and moisture can still lift the paint from the surface causing rust even if you paint over it with POR. I got in with a grinder and wirewheel and took the inside floor and firewall down to bare metal. I don't usually recommend wirewheels as they smooth off the metal to much for paint. However with the use of the Metal Ready to etch the metal afterwards its the quickest and cheapest way to do the inside floors.

As I said.. I have used it quite a bit and have tested its applications in a few different ways. Properly prepped makes the difference. If you have any questions feel free to ask me.

Edit.. btw when I say spray it on in regards to the Marine Clean and Metal Ready I mean using plastic hand held spray bottles. I got 4 of these when I ordered from them. Figured I'd state that since I was just asked what I used to spray with.
