Title Companies
In some states it is an easy proccess but in most it is not. If the person selling the car has just misplaced the title then they can file for a duplicate, that is easy. It never seems to be that easy. Companies like Broadway title basically just have you sell them the car, they go to the Alabama DMV and register the car on a bill of sale. They sell the car back to you with a bill of sale and an alabama registration. You go to your DMV and they will register it and give you a title. I have a friend in Alabama so I had him do it for me. Broadway title will tell you on their site what states will accept the alabama registrations and which will not. That is usually the easiest way to do it.
Most folks that think it is easy to get a title have never done it before. In my state you have to get the car appraised and then get a bond for twice the appraised amount, search for the owner via ads posted in the paper, wait a certain amount of time and then you will get your title. BIG PITA and you tie up a bunch of money for a long time.
If your state will accept the alabama registration go with broadway title unless you know someone in alabama.

I just read your original post again, I would have a freind that lives in a state that accepts the alabama registration do the broadway title thing. Then he can sell you the car with the title from his state. It would have to be a good freind but that is the easiest way I can think of to get it done.
67t5ponycoupe's is probably your best bet. As a FYI, when I moved to VA a few years ago, I had no trouble transferring my title from PA.
VA can be difficult. You need to get the car into the system. Kit cars are just about impossible to register in VA unless you transfer the title from another state.
Sometimes you can accomplish this by just getting an inspection/emissions test (which in VA is one of the first steps to getting the car plated/registered). It has been a while, but I think the process was Inspection -> DMV -> new plates. There was a period of time when I had both PA and VA stickers on the windshield of my car.
You can also try to call the VA DMV or send an e-mail. Every time I've had to contact them, the phone workers have been by far the best. They may be able to suggest an alternate course to accomplish this. The number is (804) 497-7100 (http://www.dmv.state.va.us/webdoc/utilities/contact.asp). Although one of your better bets may be to try to say it is an abandoned vehicle (https://www.dmv.virginia.gov/apps/av...icles_FAQ.aspx), then begin the process of retitling the car.
Looks like it costs about $25.
Good luck.

After the AVP requirements are successfully completed, how is a title for the vehicle obtained?
You must apply to title the vehicle, trailer, or manufactured home within 30 days at any DMV customer service center or DMV Select, or you may mail your application along with all required documents and fees to:
Virginia DMV
Attn: Titles Work Center
P.O. Box 27412
Richmond, Va. 23269
