Could you elaborate? Can they not be turned off at all, even when the car is parked?

Sounds like someone has been "rewiring it", Tim Allen style.

No rewiring LOL, I am in Iraq now COMING HOME SOON, my brother charged the battery and said he can not get them off??

I know I had water through the windshield could it be a short.

OK a dumb question, it the wiring system on a 65 hot /pos all the time and the switch grounds it, or is it grounded all the time and the switch gives it power.

If his actual words were "dash lights", betcha he means the courtesy lights under the dash. The headlight switch controls that, of course.

That'd be some pretty amazing water, at 12V.

Full time ground on all circuits, switches provide power.

Thanks.

It is the Dash Lights, speed, gas, lights not radio or courtesy lights

Well, if it was working properly before you deployed, you may have a rodent problem. Have him disconnect the battery until you arrive.
