69 wiring harness question

hey guys.. so im re-assymbling my dash and im hooking up all my wires and i cant find home for this harness.. either im blind and am looking right at where it goes.. or idk.. any ideas...

thank you... no wonder i couldn't see were it went... i dont have the cluster up yet.. thanks
