Speed bumps are great. Just stop so the drive wheels are right before the bump and then hit the gas. If I can get FWD 4-cyl rental cars to burn-out on speed bumps, you should easily be able to get a 289 to do it.

Yeah, but that's sort of like cheating, too.
The easiest "clean" way to do that is with a stick-shift car and rear tires that don't grip too well.
I don't think I've heard anybody use the term "peel out" in . . . . decades.

so with a RWD i would be half over the speed bump and only the back tires would be left to go over the bump?
you'er way over thinking this bud....
Just smash on the brake and apply a little power while holding the brake try to get 1500 rpm out of it then just mash the gas WOT and a few instances before the gas pedal gets mashed to the floor release the brake. (I think you said you had automatic trans)
If this don't work just save up some money for an engine and drive train upgrade
