whats wrong with your current carb...thats a pretty great carb unless you want to get super picky about ultra fine tuning it and spending hrs getting it just right so its all messed up again come summer then get a holly I hear they allow for more advanced tuning. Both the holly and the ederbrock should provide years of trouble free service as long as you run clean filtered fuel to them.

I agree. While the 600 is likely too big for your motor, you already have it, and you should be able to tune out most hesitation issues with springs and rods. I don't see a reason to get a different carb unless you start getting really nitpicky about tuning.

There's no sense in spending $600+ on a good carb for a stock engine. Plus tuning parts etc.

the carb that is on it now old owner didnt take care of anything on the carb or change the air filter and i have noticed it that it runs way rich we have leaned it out quite a bit but i have also noticed that there is fuel puddling after it runs a while and we turn key off i checked at a parts store kit to rebuild it is 50 bucks and it dont come with the accel pump which is another 21 bucks, i just thought that it may be cheaper to buy a new one vs rebuilding the one we have on car

its a stock 289 with electrinic ignition, has a ignitor pertroix (spelling) with headers

also what is the factory setting for the timing right now motor is timed at 10 degrees brotherinlaw checked it out after we bought the car

You can't lean it out unless you have different rods/jets. The idle screws don't affect anything above ~1500rpm.

Get a rebuild kit and new pump, clean it out really good, and consider picking up a tune kit for it as well.
