Door latch assy ??????? WTH?

Door latch assy ??????? WTH?

Drivers side door latch assembly, when i removed the door hardware i did not remove the door latch assy. Now with everything assembled i cant unlock the door or open it. I have to reach in and flip the leaver in the diagram in the link above ( highlighted in red), at least i think this is the one i flopped. Cant get a good eye in there
Edit: I should add this condition is "ONLY" when the door is locked from the inside or outside. Unlocked all is fine
