Have you tried bench bleeding the master cylinder? This is usually the first step whenever installing a master cylinder. You did not list the methods you used to bleed so I'll assume the worst.

Did you start bleeding from the farthest wheel then work to the wheel closest to the MC? Did you have help? By that I mean did you have someone push the pedal slowly down and stop, allowing you to close the bleeder before they let the pedal come back up? Did you watch the bowl carefully? Since if you let it drain even once, you will have introduced air into the system. Spongy brakes are a symptom of air in the system. Sometimes the air will work itself out as you drive the car. The evidence of this is a lower level of brake fluid in the bowl without any leaks.

A proportioning valve is for changing the amount of braking done by the front versus rear. This won't help your spongy situation.

I offered this basic post only because you did not list how you bled the system. If you truly have bled the system, then you might have a defective MC but odds are, you still have air.

Take it to a brake shop , like Midas and ask them to POWER bleed your system. Call first, some shops don't have a power bleeder.
This will get all old dirty brake fluid out and all air out also. A power bleeder is a device that fits over the master cylinder, It holds about a gallon of fluid and is under pressure, You open all the bleeders and turn on the power bleeder and wait till the fluid that is coming out is clear and no bubbles, then shut off the bleeders, the closest one first.
