Dash PAD vs dash CAP

A new pad fixes the problem, a cap hides the problem... I don't even know why you would use a cap.

While I don't really care for it and would much rather have a new dash pad, they are usually alright looking. My friend got one for his 70 about 15 years ago, and it still looks pretty good. I think the dash pad for his back then was several hundred dollars, so since he was in high school he bought the cap.

Tried to remove the screws holding the pad, but can't get to them. Tried short and flexible screwdrivers - no luck. Those screw heads piont straight up to the windshield and I just can't get them to budge. Even used WD40. Can the windshield be removed so I can get to these screws?
