I like to type my answers without doing any research first...
Looks like it's been moved in newer cars. Labeled here as "alternator regulator" next to the headlight.

both the alternator and the Vreg control the charging system and either will prevent correct operation. I would not arbitrarily replace the Vreg without doing a charging system test. simply hook up a voltmeter across the battery and start the engine , raise the idle to about 1500 rpm and note the voltage reading. if above 14.8 or so. the Vreg and alt are good- no further work required.
If below 14.8 but above 13 it may be wise to replace the Vreg but check that the Alt belt is tight first.
If battery voltage is 13 or below, you need to determine if the alternator is putting out enough current. You can do this by unplugging the V reg plug and momentarily jumping between the B and F terminal to alt should whine and the voltage should go way up. if it doesn't the alt is bad. if it does the Vreg is bad.

Good info but keep in mind that you should sit around 14.8 while running but not more than that. If you are over that, lets say 18.5 at 2000the rpm then you need a new regulator. So if you are down at 13 or 12 then you arent charging.
