Question 1970 Mustang

Was just wondering if anyone has had schock towers replaced recently and the number of hours it took. Just took my in and was given a quote of 16 to 24hrs with engine out or 40 hrs if they pull it.I bought all the parts new schock towers, upper lower control arms, tie rods, motormounts etc.Went to pick it up and guy charged 87hrs plus messed paint up on frontend. I took it to get aligned and they adjusted it all the way out and said it was still 4* off and shock tower where still off and couldnt get exactly correct alignment. Car still pulls to left when i am driving. He had gave me a ball park estimate of $600 to $900 labor with motor out and $1600 with motor in. Went to pick up and he charged $3500.00 dollars plus he used wrong tape to mask and pulled paint off frontend. I told him i couldnt get frontend aligned good because they ran out of adjustment. The guy that replaced shock towers said the frame needed to be bent to fix problem. I told him for what i spent and all new frontend parts plus having to take towers back out to get done right that i shouldnt have to get frame altered to get it aligned. I told him i was willing to let him keep $2000 but i whated $1500 back to help cover costs of having it done right. He refused. Am i beinging unreasonable whating this or unreasonable taking him to small claims court to recoup part of my money
