69 Gauges don't work

Default 69 Gauges don't work

No gauges on 69 mustang. Power going to the gauges circuit cluster in all the right places. the gauges circuits work. i have continuancy to all the sensors. I am stumped. Everything seems grounded. I have changed circuit panel, light switch, ignition switch, altinator, altinator wiring, and the voltage regulator. They did work at first but i had wire on the altinator grounded which fried (evidently wrong place). I corrected, checked altinator, installed new wiring connection ( correct this time). No gauges. Then changed the light switch and ignition switch, constant voltage regulator, circuit panel, voltage regulator, but still no gauges. I then checked power to gauge cluster that appears all correct. I then checked the gauges circuit with 9 volt battery and all gauges worked. I then checked wiring continuancy from gauge cluster connection to the sensors which is good. I am at a loss of what to do. I pray that someone enlighten me on the subject. please.
