Default 1967 steering column short

Hello all
I have a 1967 mustang convertible with a dead short in the center of the steering column behind the horn. Which when it shorts out kills all power. When I take the horn off steering column dead short stops. When it does short out, I get a nice show of sparks that come out from under the horn. Does anyone know how to correct this? When I take the horn off all I have or see is a nut and two screws and of course the scoring of arc flashing weld arks from the short.

You might get better results posting this over in the Classic Tech section instead of the drop top section.
