Default sanding vinyl?

so i was looking over the custom interior DIY and saw that it said nothing about WHAT you sand. anyone can assume you sand to plastic as a prep to painting it, but what about the vinyl? and if you sand it, wont it lose it's texture (or print or whatever it is?) if not, will the vinyl dye stick without sanding?

thanks in advance

My friend did up his interior in his pt cruiser. He just cleaned and prepped the parts with what I think was just alcohol to make sure there wasn't any oil or armorall etc left on the pieces. It looks pretty nice and is holding up well after about a year. The parts though that he had to touch up recently were parts that got rubbed on often (near seatbelt and near the sill plates). Everything else still looks good.
