Default Touch up paint/ Silicone removal

I have Redfire G2 touchup paint the pen/brush. And I have some questions, it filled in my scratches and chips but it leaves a residue around the scratch. How do I go about getting rid of this? Does it need to be buffed?

Also I recently removed sideskirts and the people I had put them on put them on with silicone so I have this thin residue of silicone on the paint. I have tried pretty much everything I can think of and was suggested. I've tried rubbing it off, scraping it off with a blade which you can only get so much. I also tried Goo gone or whatever its called that didnt do anything. The only other thing I can think of is heating it up and rubbing it off? What would be the proper way to get rid of this?
