clear coat peeling

Default clear coat peeling
The clear coat is pealing on the wing of my 89 stang. can i just take like a high grit sandpaper and sand off the bad spots or what can i do to make it look better?

About the only way to fix is repaint it or if the base coat is thick enough sand the clear off and reclear it.
