Default Problem Starting the Car (Theft?)

I recently bought a used 99 mustang GT and i've had a couple problems with it so far that have been fixed by the 30 day waranty (new rear, new intake manifold, new hood latch new tires new brakes and new turn signal). But I am having one problem that just happens randomly.

The problem is every week or so the car will have trouble when i try to start it up, it gets power when i turn the key to accecory, turns all the lights in the dash on, displays my mileage but as soon as i turn it over to start all power is cut off and it clicks once. Then if i turn the key off put it back into acc. it gains power again, then when i try to start it clicks and loses all power. The clock also reset the first time it happens. It is not the battery, I tried hooking up a jump starter to it but no luck, I noticed though every time i get out of the car and touch it i get a small shock, so maybe it has a bad ground??

After waiting about 30 mins to an hour it will fire back up like nothing ever happen which makes it hard to take it back to the dealership and show them the problem has anybody ever had a similar problem? I can get it fixed at the dealership as long as i can tell them what is wrong.

If any body knows any tricks to get it started up please let me know.. i am in a bit of a bind and I am hoping to get it fixed by tomorrow I have a date and I don't want to show up in my moms car.. lol.

Are your battery terminals tight? I would also check the groung that runs from battery to the engine block to make sure they are also tight on both ends.

I noticed the ground looked a little loose, I un screwed the wires, re arranged the wires and tightened them down but still no luck, I will check the one that runs to the engine block when i get home, any other possibilities?

I forgot to mention that the theft also flashes when i turn it off after the power shuts down
