The clutch sits between the engine and transmission, it's two plates that press up against each other (pretty much) and the friction connects the engine to the transmission... when you press the clutch pedal in, you are separating the two plates so the transmission side of things stops spinning, when it's stopped, you can change gears... So: When the engine is stopped entirely too, you will be able to shift between gears all you want with or without the clutch... not like you'll get anywhere doing so though

Thats the point. Put it in gear when you parked, and ebrake.
We had a Z06 stolen, they push it out of drive way and load it onto a truck. It was either accoplished by cutting ebrake cable, or he didnt have it on at all.
