Ok my windshild wipers wount shut off.. the thing that controls their speed is at zero and there still moving..

Get this though the stop with the parking brake on or with the key backwards.

but if the car is running or in the on spot only the parking brake turns them off.

im so confused please help.

 

Your steering column wiring is all screwed up. Take a look all around the base of the column under the dash & see if you can see any tangled wiring etc
