Default E-Brake Lock up

Right now when i pull my emergency with my car moving it wont lock the rear tires. It actually doesnt do much at all. It does hold the car when stopped. I would like it to be able to lock the rear tires to generate a slide what do i need to do to get them to lock?

You misunderstood. The parking/emergency brake mechanism doesn't really put a lot of force on the rotor in the rear through the cables. You can adjust the cables a bit tighter and try some more, but unless you gain quite a bit of strength to place the necessary force on the rotor to actually overcome the tires...or even provide an amount of braking force that will feel strong in any sense of the word.
