Direct sunlight for about 2 years. 
Yeah, pressure washer works great, but if it has a real high pressure be careful not to get the nozzle too close, it'll actually take up the concrete and leave chip-like indentations in it

Dish soap works really well. Use a broom or somthing to scrub it in a bit then wash it off with a hose. Works good to clean oil off of your hands and arms too.

I was gonna be a smart *** and say you should get your oil leak fixed.. lol. But bleach and a scrub brush works well or spray some simple green on it and scrub it really well then spray with water.
