My 98 was doing the same thing. Mine only did it first time I drove it, then it was okay the rest of the day. It was the cable that comes from the brake pedal that requires you to have the foot brake depressed to get it out of park. I simply removed the cable from the loop by the shifter to fix mine (shhhhh). Now I don't need to depress the brake to get it out of park, but I still have to push the thumb button. Don't do this if your not qualified to "Un-idiot proof" your car. I figured I was safe to do this beingI've been driving vehicles for 40 years that didn't require my foot on the brake to put it in gear.
