Default AC help please

Here is the deal, I live in az. My ac only works in the moring or night. It blows Ice cold. But in the middle of the day the ac just cycles on and off, so it does not blow cold. it stays off for 7 sec and stays on for 4 sec. I changed the clutch and the switch on the dryer and that did not help. In the moring the gauge reads fine at around 25. In the middle of the day the gauge reads in the 50's. What could be the problem. It works fine when it is below 100 degrees, but when it is over 100 outside it just cycles? What do you guys think?
